Im personally not overly concerned at someone being able to return a missed call when the passcode is engaged.

They are still unable to access the phone.

I wouldn't even really call that a bug. What if your phone wasn't stolen but lost, and you spam called the person. If they're an honest person they could actually call you back and give it to you..

It's just like saying having the camera button on the home screen when your phone is locked is a bug.
