I just glanced at my iPad when it was charging and saw the percentage next to the battery.
The only problem is I have the battery percentage off.
So I'm thinking you have an option to have the battery percentage on or off while away from a charger but while the iPad is plugged in it automatically turns the percentage indicator on so it's easier to read exactly how much batter is left.
Another example of apple's great attention to detail!
