I know how to download a PDF file to the IPAD, but the question I have is there any APPS which will allow you to fill out a PDF form and electronically sign the form.

I don't think so. That's a desktop thing for now. And with Apple and Adobe locked in a pissing contest over flash, I don't expect adobe reader or acrobat on any iThing any time soon.
 
Someone is hopefully working on a PDF app that does both forms and document markups. That would make the iPad far more useful for me for work purposes. I agree it wouldn't be Adobe. I know there are a number of third party PDF apps for the PC - don't some of them do these more advanced functions?

You should be able to fill in forms by using text and or your finger. Signing the document would be done with the drawing features.
