Its late and I'm tired of this ********.. heres the facts
Iphone 4, running IOS5 from fresh restore, as new phone. Phone was jailbroken on 4.3.3 prior, then was updated and restored from back up, had the problem, restored as new phone, problem is still here.

my home network is "home wireless", when i had 4.3.3, i had tether me and on my iPhone 4, the network was called "tinglewood", on my newly restored iPhone 4 on ios5, the iTunes wifi sync menu says, "Sync will resume when "Tinglewood" is available.

What do i do?

I may be wrong but the prompt "Sync will resume when "Tinglewood" is available" refers to a computer, not a network.
In your computer's iTunes, do you see your iPhone? If yes, click on it and just force a sync.

I have done this many times. It doesn't change anything. And the phone won't sync over wifi, only when plugged into my laptop

Did you check "Sync over WiFi" in iTunes?
Also what happens when you plug the iPhone into a charger?
