I'm currently on 10, but would like to do a full reset, set up as new, and keep my contacts. Would I simply have to have the contacts synced to my iCloud, and then when I upgrade to 11, select set up as new, and then enter my iCloud login info? Would my Notes be saved as well? I don't have a .me or what ever it required in the past email.
 
As long as Contacts and Notes are selected in the settings on your device, they will be backed-up automatically to iCloud. You can check here;

Settings > Apple ID, iCloud, iTunes & App Store (right at the very top of the menu)

Make sure your signed into your iCloud and double check that Notes and Contacts are switched on that means they are backed up and will sync back to whatever new device you have once you sign into iCloud again.
