Any app that has a decent over-processed/high contrast type filter? (example)

Looking for something that can pull off a look similar to like this:

I have VSCO, but not sure what filters would be useful for it.

You need to google the Dragan Effect Lightroom.

It is basically a boosted Clarity, reduced Saturation, crushed blacks look.

I think photographypla.net have some Dragan filter presets but a quick watch of a few videos from the google search will yield how to do it yourself without filters.

Look at the NIK filters which you can still get for free. Any good photo processing program will let you do this.

PP isn't everything. I see strong focused light to the left. Given the shadow angle on the leg I suspect it's somewhere around the "classic" 45º angle. There's most likely a second more diffused light 1-2 stops darker to the right.
