I'd like to, when I highlight an English word, it will appear a small box showing the explanation of it like a simple dictionary. Is there any such apps or built-in function to do so? I am reading old English novels where there are a lot of words I have never seen
 
There should be an option called "Look Up" when you select a word. Once you choose that, there's a "Manage Dictionaries" option which will let you set up an English dictionary if you don't already have one.

It's a little unreliable but it's better than nothing.

I use an app called PopClip, been using for many years now works all the time like a champ.

unreliable? why? I don't need translation I am able to read most English, but I don't know every word, so I am looking for explanation when I find words I don't know

Most of the time it's fine, but sometimes it won't look up valid words. The definitions themselves don't have any problems, it's just getting them to open that can be problematic.

Like everything Apple, it seems to be worse the newer your iOS is...
