I notice on the Canadian Apple store there are 24" refurbed imacs (white version) for $1589.

there's your answer. without seeing it myself, you say it DOES indicate that it's the white version. if that's the case, there's no chance in h$ll that it's a new one in drag.
i see similar posts on US online store. something else you can look at to confirm which generation it is, is to look at the graphics card detail. the previous used Nvidia.
a previous post warns to NOT buy a refurb from mac that you will be in danger of not getting a good computer and Apple will hang you out to dry. I DO NOT KNOW HIS FULL STORY, but i can assure you as good as i know the sun rises in the east, that ALL refurb'd CPUs come with the exact same 1year Applecare coverage that a brand new one has, and they also qualify for the 3 year extension. you buy one that has issues, they will take care of them. as for that persons 10 day wait, it is my understanding that some of the stores still have to send off the laptops for repair and can't handle that in house. my stores here in Atlanta, GA, can do all repairs in house. if they have to order parts they'll even call me when they come in to let me know i can bring the laptop in to get fixed, so i don't have to leave for so long
i've helped friends/family with the purchase of dozens of refurb'd CPUs and they have been as reliable, if not more, than a brand new one.

information on how Apple handles returns/refurbs/etc
Online Sales:
if someone purchases online then changes their mind and returns it. Apple will "refresh" it and sell it as a refurb in the online store if it was opened. if it was unopened they will sell it in the Clearance Items section as an unopened item.
if someone returns a cpu and apple replaces it with a new one, the damaged one will be refurb'd and sold as a refurb in the online store
apple releases an update (replacement) to a current product line. the "old" product line will be removed from circulation and sold in the special deals section of the online store under the heading Clearance Items (unopened box)
In Store sales:
Someone buys and returns unopened box. i have seen that sold "as new" with no indication that it has previously been sold, and i've also seen it sold as a clearance item "unopened box".
Someone returns an open box cpu. the store will typically charge a restock fee, refresh it and sell it as a "refreshed" cpu in store.
apple replaces a problem cpu with a new one, the old one WILL NOT be refurb'd in store but sent back to apple to be refurb'd. it then will appear on the online store as a refurb'd cpu.
