I have great battery life on my 3GS with 3.1.2 - are there any other "features" I would miss out on by sticking with 3.1.2? I've never jailbroken, but it's nice to know I have the option... so I plan on sticking with 3.1.2 unless there is a good reason not to.

And no, there really aren't any new features in 3.1.3. Supposedly it fixes an issue with battery meter accuracy, but it's hardly an earth-shattering upgrade, and definitely not worth giving up a jailbreak for.
That's not true, I have a 3GS on 3.1.3 and as of yesterday it was jailbroken using pwnagetool
No, a 3GS on 3.1.3 cannot be jailbroken. A 3GS already jailbroken On an earlier firmware can be upgraded using PwnageTool without losing it's jailbreak. Those are very different things. Furthermore, 3GSes with the new bootrom cannot even be upgraded with PwnageTool.
im on 3.0 with a 3GS...I can upgrade to 3.1.3 jailbroken and all my jailbroken items will remain the same on the phone?
Why would you want to do that? If you have your SHSHs on file in Cydia you can go to 3.1.2 jailbroken.
And no, you will have to reinstall your jailbreak apps. I suggest PkgBackup.
yah but once on 3.1.3 and if you didnt have you hashes you cant get back the jailbreak. this gut never jailbroke and your telling him that if he upgraded he can still jailbreak which is NOT true.
