You can use iBlacklist, it works for me. I enable the whitelist only when I don't want to receive calls or messages from anybody but the ones listed there.
Works perfectly!

Try autoresponder 2 and use a toggle to set it easily.

That's exactly what I do. iBlacklist allow you to choose a message the caller will receive.
