When I updated to iOS 9 I did what I usually do after a major update and reset network settings. My issue is my WiFi is slow to turn on or when it is on has no connection.

What I mean by this is when I wake the phone from sleep its sitting on cellular data, it can often take 20 seconds or so for the WiFi to turn on.

Another annoyance is the wifi etc is on but there is no connection, nothing loads etc, Spotify for example tells me there is no wifi connection and to use cellular? When my wifi is on. I though it was may be my router but my Nexus 7 tablet was working fine, I turned the phone on and off same problem, I gave up and set my phone down until this morning, got up and its working again for now.

Another problem is my wifi signal is weaker, Up in my bedroom on 8.4.1 I had full 3 bars, now on iOS 9 1 bar.

Anyone else having these issues?

I've not had any issues thus far but it does seem to be an issue that's being talked about.

Yeah having wifi issues on my 5S after updating. Much weaker signal and often sits without loading anything despite "appearing" connected on wifi.

I had a random wifi drop out last night for the first time in a long while, had to restart the phone after toggling wifi on and off didn't work. Everything else was still fine on the network.
