Any program to batch convert a bunch of .jpg files?

I have a bunch of (like 800) jpg files that are really large files- they're all the same dimensions. I want to essentially 1/2 the dimensions of all the files and reduce the quality- but keep them jpg files and keep the file names the same. Does anyone know of a program that'll let me do this?

Here's a tougher question- any way to automate extracting the artwork from a mp4 movie file? I had a bunch of mp4 files I tagged using metax but I didn't save the original artwork, and now I'd like to get it back... and going into itunes, copying it, and then opening it up in preview really isn't fun.
