I haven't read or heard anything and I'll be interested in getting one to replace my 10.5" iPad Pro this year.

Anything?

iPad mini is a tough one to predict, but the quickest turn-over in a few years was 18 months. The shortest was 11 months, between the 3rd & 4th gens. It’s “possible” a new one could come out in the Spring but it’s equally possible that it might be 2 or 3 years. No specific rumors that I’ve seen to indicate anything coming soon.

I’m hopeful that the move to 3nm chips (and the efficiency/battery life gains) may open the door to the Mini having a 120hz screen. There may be a sweet spot finally that allows our dream device to come to market.

If nothing else, Apple will update the chip, quietly fix the jelly with “screen improvements,” and update the cameras. Standard stuff.

My guess would be somewhere late 2023. Maybe alongside the iPad 11th gen + iPad Air 6 which also be due a refresh at that moment (18 months usually).
