Anybody else have this problem/know anyway to fix it?

To be clear, it isn't really that much of a problem, just whenever I want to do a hard restart it boots back up in safe mode.

Sounds like you have something installed which is crashing on startup. I would uninstall any MobileSubstrate-dependent packages and reinstall them one at a time to troubleshoot, rebooting after you install each to see if the new package causes the crash.
 
i have had a few similar problems, most recently it was due to changing my boot logos with the sn0wbreeze app, this caused my phone to always boot in safe mode but after a respring it was fine. I corrected this by NOR flashing the phone with sn0wbreeze firmware again and it solved the issue.
In the past i found the cydia app Quick SMS also caused this, maybe there was a conflict with another app i had but once i removed this, all was ok again

i had that same exact problem - reboot - safemode - respring - no problem. weird. i ended up doing a restore for various other reasons, reloaded ALL of the prior software, and don't have the issue anymore. don't know what fixed it, maybe a bad pref file?
 
It might or might not help... But I'd try turning on Syslog and see if there are any clues in there. If you are lucky, then it'll point to the exact program that's crashing.

You can also try turning off all Mobile Substrate Addons instead of installing them, reboot and if no error, re-add them back one (or a few) at a time.
