I haven't used iPhone for a couple of years and I will purchase a new iPhone this year.

I'd like to ask, what is the setting I can configure to reduce/ minimize waste of cellular data?

Since an iPhone has only one slot for SIM, and I will need to travel between borders and here in my country such SIM has very few cellular data that's why I need to do a little bit to try my best to save up the cellular data.

Does "background" running apps waste unnecessary data? Is there any tips on saving data in iOS system

Go to settings —> cellular, then uncheck every app except for Maps.
Then your FB, email, etc. can’t fetch in the background unless you’re connected to wifi.
 
There are a lot of different things you can do to cut down on cellular data usage. Streaming videos and music are both big data drains, so I try to avoid doing those on cellular data as much as possible. If I know I'm going to be without Wi-Fi for awhile, I'll download the videos / movies I want to watch ahead of time. I know you can do this on Netflix and Amazon Video.

And yes, as you mentioned, turning off background app refresh for apps that you don't need it is a way to cut down on cellular data usage. By turning it off for some of your apps, those apps won't be able to use data in the background of your iPhone to download new content. This article has many more iPhone data saving tips!
