I'd like to be able to:
hold down function key, such as Command + shift
I then click on an app in the dock and it then 'Quits'

Any way of doing this?

You can hold down cmd-tab until the app switcher appears, then use the tab key to move around, and the Q key to quit the selected app.

Why not just right-click on the [running] app in the dock, and choose "quit" from the contextual menu that appears...?

(you could also "control-click" on it, using the left-hand [standard] click).
