Any way to frame advance or slow motion when playing movies?

Occasionally I find myself needing to rewind or frame advance through a scene in a movie to catch something that goes by rather quickly. I love those controls on my DVR and PC, but haven't seen anything like this for watching movies on the iPhone/iPad.

Does anyone know if there is an app for this? A fix or mod to allow rewind/frame advance/slow motion?

You can scrub, but haven't found a way to specifically advance frame by frame.
