last time I tried Using my Apple TV as the HomeKit hub it wouldn’t allow me to disable the option for someone to turn back on iCloud photos. So I setup a separate Apple account for HomeKit purposes only and just added my main Apple account as a family member.

Is there anyway to disable iCloud re-enable on the Apple TV yet when that account is logged in for HomeKit purposes?

Good news...iOS 11.1 seems to implement this practice. Once you log into your iCloud account I cloud I picture library is enabled. Once you turn off the picture option you are required to enter your password to turn it back on. Finally!!!
