It used to be so straightforward to move a tab in that row of tabs at the top to another position. Just long press and drag. I don’t remember when this started, but now they’re so difficult to move where you want, and sometimes impossible. Often I drag to a new position but it ignores me. And you can’t put a tab in the far right one or two positions because it just wants to go into its own split screen.

Basically, what I’m asking is: What gives?

I really don't understand why they changed how you're supposed to move Safari tabs around. It feels more tedious now.
 
At least I know it’s not just me.

Did it start in iOS 13? Or a .x or .xx update? In any case, I’m pretty sure it’s been at least a couple months. Strange I haven’t seen this mentioned anywhere else. Granted, it’s not a critical issue. But it’s so darn annoying.
 
I’m sure they did this to enable split screen but they should have found a more elegant way to indicate your purpose when moving tabs.

I have noticed this just recently, so I believe it must have been a recent update. Makes no sense to me though, if you want to put a tab into splitscreen, it should be enabled somewhere lower on the screen, not in the tab bar.

It started with iPadOS 13. I have a couple of iPads on the beta so it's been annoying me for a long while. Iirc, it's been there since before official release.

I agree, splitscreen target should be lower and not on tab bar. At the very least, add a delay before it goes splitscreen.
