If i browse reddit for a little bit and get a good ways down the list I’ve been scrolling...then leave the reddit app and then come back, wow look at that. Suddenly im at the very top. Completely losing my progress. Same with other apps. Does this happen with anyone else? Or am i just cursed
 
It depends on how the apps are developed. When an app loses focus and then what to do with the existing data and the frequency of API refresh and how the new data is presented in the view is completely up-to the developers.

Do you have Today on Home screen enabled ?
If so get rid of it solves 99% of RAM or stutter issues. All those news apps just wanna Refresh every time Face ID (even not enabled) cameras detect a Face in front of the iPad.
