If you got a new iPhone, there was an update for only the new phones.

I got the new iPad 9 on first day it was available. Yes, it had iOS 15 installed and it wants me to install iOS 15 which it says is already downloaded.

Yes...it's an updated build of iOS15 that addressed some known bugs.
