I have the second generation iPad, and I’m starting to thing it was a mistake. It’s so buggy and glitchy, makes me want to rip out my hair. I am running the latest iOS with all apps updated.

- YouTube videos keeps buffering. Not for long but often. About 2-3 times a minute and last 3 sec. my iPad Air never has this issue, it plays all the videos fast without any buffering.

- it freezes when at least one time a day whatever it may be split view or just some task. The home button doesn’t react when that happens, so I have to click on the off button, sometimes twice before it reacts and shuts off the screen. Sometimes it just shuts down the apps and goes back to homescreen.

- the screen isn’t fast at rotating the screen when I rotate my iPad.

Software or hardware issue?

Software or hardware issue?
Literally iOS 11 same issue with mine, just hold out then restore to iOS 11.2 and ditch the YouTube app for the website trust me it’s better.
 
My 1st gen 12.9 Pro on iOS 11.1.1 doesn't exhibit those symptoms. YouTube apps works as expected. If you haven't tried it yet, tweak some settings like disabling "background app refresh" and disabling "location" to see if they have an effect.
