According to the presentation and Tech Specs pages, it appears that they’re using processor binning with the A15. The 13/13 mini have the 4-core GPU, and the Pro and Pro Max have the 5-core.

Correct me if I’m wrong, but I believe this is the first time the Pro models have actually been differentiated with a better SoC.

It appears that the new iPad mini also has the 5-core GPU variation.

It doesn't use different binning. If it did that would effect performance and thermals. The CPU performance and thermals are exactly the same. It has one more GPU core, thats it.

Could be my mistake. I assumed it was binning, as I heard that’s how they were doing it with the 7-core and 8-core variations of the M1, and this seems to be an extremely similar situation.
 
It’s marketing rather than binning. Defects are unlikely to be so specific, targeting one GPU core. No other fabless manufacturer does this. It feels a bit forced, but it seems to be Apple’s way of differentiating between regular and Pro.

Most likely they just shut off one GPU core, like they did with the 12X on the last gen ipad pros.
