So when browsing safari and navigating to a webpage I'll randomly watch the page load, before it all changes to white. I can still see the address bar, but the whole page is blank and has an infinite scroll.

Trying to work out if this is an iOS 10 bug or an isolated issue.

7plus 256gb iOS 10.0.2

This sounds similar to an issue I get when I try to open a Safari page from an outside source. I'll click a link in the outside source and Safari opens to a white page. If I go back to the originating app and click the link, it will then open correctly in Safari.

I get this too, however my issue seems to happen a lot when opening a thread on macrumors, although not exclusively on this site.

I got the same issue with Macrumor website and forums last week. After updating to 10.02 I haven't encountered the issue yet.
