On the new Mac Pro after it has been up for a day or two, if you click on a link from an email the web browser just will not connect... Tried with Safari, Chrome and Firefox, reboot and everything is hunky dory...
 
Next time try to launch activity monitor to attempt to troubleshoot or try going to your Network setting in System Preferences, click Advanced… then click Renew DHCP lease see if that might work.
 
I've seen it a few times on a laptop running Catalina. [MBP 13", quite a few years old]

Funny thing there: command line use of curl:could connect and download it all without any issue at all.
Reboot and everything is fine, and it happens across browsers (Chrome, Safari).
Happened on my laptop while I was working on it in the middle of a session. Might be date or so related as it triggered when the local time was midnight.
One of those I also had trouble gettign the laptop to shutdown (had todo a hard power off on it).
 
I've had several MacOS installs randomly do that since 10.13.4 all the way to Catalina. Short term fix is reboot. Only long term fix I've found is reinstall MacOS.
