19,1 iMac, macOS 12.1, 64GB Ram: If I am running Monterey and decide to RESTART, I do not restart w a working keyboard(cabled). I have to shut down completely, then click power button to boot. Then my keyboard is recognized, so I can sign-in to my administrator account. I haven’t had this trouble until loading Monterey. I have started holding SHIFT. I have started using Apple+Option+P+R. I have booted from the internet Repair, repaired using internet disk utility and restarted.

But I still keep having no keyboard unless I completely shutdown and boot. Rebooting does not give me an active keyboard(cabled).

Anyone else having this issue?
 
It might have something to do with your keyboard being wired instead of Bluetooth. My Magic Keyboard (Bluetooth) works just fine upon restarting my M1 MBA running macOS 12.1
 
Apple BT extended keyboard is okay.

What isn’t - I can’t boot 12.1 unless I disconnect Samsung T7 SSD Thunderbolt cable.

Wouldn’t a wired keyboard be more reliable than Bluetooth? If I boot using Bluetooth keyboard Bluetooth isn’t working until I am started up, right? So how do I sign in?

I'm not sure I understand your question. If you're at the login screen, you are "started up" which is why Bluetooth does work. I'm wondering if there's an issue with your Mac where the USB ports aren't active yet at the login screen after a restart. You might want to try purchasing a cheap, basic keyboard/mouse combo such as this to see if that keyboard also gives you issues. Obviously you'll need a usb-c to usb-a dongle or adapter to use it if you don't already have one.

I gave up. I reinstalled Monterey from internet, then ran MacCleanerX, then unplugged my long keyboard, and use my small bluetooth keyboard. RESTART works beautifully now. Haven't a clue as to why a cabled keyboard is worse than a bluetooth keyboard.
