Anyone know of a way to install Mojave or Cata on external drive?

I have a mac mini that is booted from external drive for years, the internal one die.

But since mojave I can't upgrade because "you may not install to this volume because the computer is missing a firmware partition"

I googled a lot and no one seems to have an answer? I was hoping cata would change but nope, this year still the same problem. Am I stuck forever?

No hfs is that what the error is trying to say? If so how to fix?

you may try to convert it to APFS

I cannot speak about Catalina but Mojave you can install in a APFS external volume and clone it to a HFS+ volume. I do not know if that is any help for your purpose.
