This is a new option in the Photos settings, under Cellular data. You can turn on cellular data and sync your iCloud Photo Library over cellular (finally!) but this toggle exists and it says that if you turn it on it "may cause you to exceed your quota".

What exactly is this limit? Is it a certain number of photos? Megs? It'll only update a few times per day?

My testing iPhone has a 200MB T-Mobile "free data for life" SIM in it, so my ability to test iCloud Photos over cellular is limited. Wondering if those who are brave and updates their main phone have played with this more.

Turning it on may cause you to go over your data plan limit. If you have an unlimited plan, turn it on. Otherwise, it will sync less frequently and only if major updates to your library are needed (delete 100 of photos vs. add 3 photos)
 
iOS 11 can update Photo Library over cellular?! Praise the Gods!

Is it instantaneous / automatic like on WIFI, or does the process need to be activated in some manner other than flipping the switch mentioned in the OP?

I had the "Cellular" switch on, but the "Unlimited updates" switch flipped off and took a photo with Wi-Fi off, which then uploaded to iCloud over cellular. I didn't have to do anything.

Not sure I like that. When on cellular there should be something like "X items to upload, YY MB. Tap to update over cellular"
 
Interesting find, I see that as well. I wonder what exactly is the function of the unlimited updates toggle.
