Has anyone tried using Parallels Technical Preview 2 with Ubuntu to run Vagrant?

I am waiting to see if Apple Releases an M1X that will support 64 GB of RAM and have 16 threads and not have the bottle necks of the I/O on the current M1. All this means nothing, if I can't run Vagrant with Parallels.

It's debatable if virtualbox can run on Ubuntu on Arm, I haven't personally tried it, though I do run Ubuntu on Parallels. What isn't in question is that it would only provision and run VM's based on arm64 OS's. (if it worked at all) You might be able to use QEMU instead of virtualbox as the virtualization engine and run x86 OS's in emulated mode, but it would be pretty slow.
