How does it fare on these devices? Any lag, any reduction in quality of the software?

I had 9.2 on my iPad 4, which served me well until I passed it to my son last week. It worked fine, no major issues on the iPad. There was some lag in Safari and in particular the widgets, but in general the tablet was showing it's age.

All in all 9.2 was fine on it.

I own an iPad 4, it's amazing with iOS 9.2, some lag that is already found on all iPads, (the performance is definitely better than iPad Air and mini 2 ), the iPad performs very well in 90% of the tasks. It's not showing its age and I think it got even better after iOS 9.2, the battery is still good, little battery drain but still exactly 12 hrs of usage. iPhone 5 is still very good too even that it is over 2 yrs old. Battery is very good and performance is outstanding.

On 5, it is a bit slower than 8 but it's also the smoothest one graphically. iPhone 5 doesn't support Metal which is the culprit of jerkiness and stutters on newer phones.

I upgraded my wife's iPhone 5 from 8.4.1 to 9.2 last week. It's running great. Everything feels fast and smooth, and not dramatically slower than my 6. I would be happy to have it as my daily driver - after 3 years and on its fourth major OS it is not showing its age at all.

iPad 4 is pretty good on 9.2. It definitely has some lag in certain places, but it works fine and is nowhere near the end of its life in my opinion. I use mine every day and will continue to do so until it is unusable (maybe iOS 11).
If this helps, I upgrade my iPhone every year, but the iPad 4 still holds its own on iOS 9.2.

iOS 9.2 runs great on my iPhone 5. I do notice a few quirks here and there but that is to be expected really. For example pulling down the search animation stutters a bit, but I've read that even the newer iPhones suffer from this.

I had the same search bar animation bug on my iPad, I turns out reduce transparency can fix it.
