Is there an app that can do this?

If I don't answer my iphone, I want me home phone to ring, and if nobody answers that, can they still leave a voice message on my iphone?

Google Voice is a good idea for this. You could get a new number with Google or let Google take over your cell number. With GV you can have calls ring multiple phones (simultaneously).

Maybe this is close enough for you?
If you're on AT&T you can set your forward if no answer number by dialing *61*[number-to-forward-to]#
They can't leave voicemail on your iPhone though.

^^ this. When I work from Home I tend to do this so that the caller connects to me via land-line.

You can also turn on call forwarding in your iPhone settings, under Phone.
