iTunes won't because of the current modem firmware of 06.15.00 which is an iPad version.
 
Just literally do a standard restore in iTunes.

Edit: just saw the post above (posted at the same time as me), disregard this.
 
I keep getting a 1015 error code. The phone was jailbroke and stuck in a recovery mode.
 
I actually was just now able to downgrade the modem firmware to 05.15.04 and was able to do a Apple restore and everything went fine.

However it says we are unable to continue with your activation at this time, Please try again later or contact customer support.

Is there a way to use the iPhone without a SIM card and just use it with wifi?
 
You will have to use redsnow again to flash/install the ipad baseband.
Then once its done you can again dowgrade the baseband.
After those steps it will recognize and activate with any AT&T sim.
Your baseband is in inconsistent state at the moment.

Alright I'm using the RedSnow to jailbreak again and only selected to install iPad baseband.

I'm a little confused on the reasoning to flash the iPad baseband and then again downgrade the baseband.

Cool, you're on track.
The reason is because you had the ipad bb installed and then tried to restore to stock firmware. Then your baseband went into inconsistent state. And then you downgrade it but was still messed up and wouldnt recognize any sim.
Once you install the ipad bb again and then downgrade it and then restore it to stock firmware with itunes it will activate with a sim in.
I know many steps but remember next time never to restore to stock firmware when having the ipad bb. That's what happens.

I had the same issues as you're having. To fix, here's what I did (keep in mind, the iPhone had the ipad baseband).

I restored the 3G to iOS 3.1.3, got the 1015 error, used TinyUmbrella to kick it out.

Downloaded PwnageTool 4.2 and created a custom 4.2.1 ipsw. Entered pwned dfu mode and restored.

Downloaded the latest version of redsn0w, downgraded the ipad baseband to 5.15.xx

Restored to an official 4.2.1 firmware.
 
I believe I got everything back to stock firmware however it won't let me go any further than the emergency lock screen because I don't have a AT&T SIM card that works or fits, my wife and I both have smaller SIM cards.

You'll need an AT&T sim for it then if it isn't jailbroken. If you have any friends with a sim that will fit in it that is all you need. Just to put it in for a few seconds to activate, then you can remove it and use it with WiFi.
 
Keep in mind that you can use a dead SIM card to get around the activation screen. So if you have any old phones lying around that used the bigger SIM card, check those.
