I need to figure out a way to increase the speed of jailbreaking a phone to install all the same packages my iPhone has. Example, I have custom signal bars, 3G, EDGE, Wifi icons, Categories, Winterboard, and other packages from Cydia. I want to be able to jailbreak my uncle, dads, and cousins iPhone's without installing each package one at a time. Is there anyway to do this?

Aptbackup backs up the cydia apps with the itunes backup process so you can just reinstall aptbackup once you restore and it will automatically redownload all your apps. The only problem is in your case, where your family each has different items on your phone so restoring from your backup would give them all your settings.

I have had issues with AptBackup messing my phone up which required another restore and JB.

One thing you can do is combine all your winterboard mods into a single theme. That way all you have to do is install WB and copy one folder over.

I find having to redo the JB to be very helpful in trimming out all the extra stuff you no longer want.
