Reason I ask is because I carry around a really small WD My Passport Wireless Pro drive (3 TB) with all my ripped blu rays which are really large and not really possible to stream without buffering sadly so I play them locally from it.

Want to be able to watch on my phone or tablet at the same time in pip but still use my phone or tablet on the internet!

Yes the WD My Passport Wireless Pro drive only connects with local Wifi from the device itself. There is no internet from it as far as I can tell.
 
I have no first hand experience but theoretically you should be able to connect to the WD with WiFI and the cellular data to browse the web.

However, depending on the actual protocol or security the WD uses it could not play well. The iPhone may not like it either.

Sounds like you already have the WD so do you not have an iPhone to try it?

I have tried it would not work but thought maybe there was a way to get it to work.

No big deal.
 
On the iPhone, the way iPhoneOS is setup, it uses Internet connections prioritizing Wi-Fi over Cellular. It will not use both in unison. However, during issues with Wi-Fi not working, it will use cellular to help out if the option is enabled; this however, is an as-needed basis and not always on.
