I want to develop an application for an iPod in which i want to transfer selected songs from an iPod to iTunes library, Is there any API to Copy Songs from an iPod to iTunes and MAC machine to iPod in carbon

How did a song that _you_ own end up on _your_ iPod without being in _your_ iTunes library? For backing up your iTunes library, there is TimeMachine and lots of other solutions, including backup facility built straight into iTunes. For copying music to your computer that you purchased through an iPhone, that is built into iTunes. So what _legal_ uses would that software have?
 
Actually I want to develop my own application which displays all the information(songs,Playlist) from the iPod and want to Copy the selected song from the information that is displayed to iTunes.

Again, if it is a song that you own, then it should be in iTunes already, and there is no need for copying. If it is a song that you don't own, then you shouldn't be copying it into iTunes _because it is not your song and you don't have any right to copy it_.
 
Ignoring the copyright issues (they are important but it doesn't make a difference to the answer): Apple do not provide an API to talk to an iPod in any way for any reason. They have not ever provided one and are unlikely to ever provide one.
