App configuration menus all show heading "Cellular"?

Not sure if this is expected behavior or not..... clicking into any app configuration menu from the SETTINGS app produces the expected menu. But the menu heading always says "Cellular". Even for apps that have nothing to do with cellular. See attached example.

I reported it in the Feedback app but just wondering if maybe this is expected behavior??
