App extension permissions, why so scattered?!

So we've got iMessage app permissions buried in iMessage, Siri app permissions in Siri settings, Map app permissions in the Map settings.

Wouldn't it have been easier to group those in one settings location, and link to it from those other locations?

Seems like it would have made sense to have them in the Privacy settings where a lot of the other permissions are.

And what has to be an oversight by Apple, if I go to Settings, and then to a specific app, like Uber, these permissions are not listed there.
