The back camera on the Xr only does people, not sure why as my X did animals etc as well.

So is there an app that can do portrait for animals as well? and if there is then why isn't it inbuilt?

Halide can do portait pictures for everything.
The quality of the depth detections is worse on the XR du to the missing second lense...

Thanks. I'll look at the app. So it's technically possible then on Xr so why doesn't Apple allow it on native camera app?

As i wrote, the depth data is much worse than with a dual lense device, therefore they need to use the AI core to detect human faces. Without a human face this system won´t work and apple decided the results are too bad.
Have a look at the halide blog, there is a detailed description about the differences in depth detection.
