For example, my Chopper.app icon still displays 80% off while the icon in the App Store no longer does; the icon isn't on sale any longer so the store is correct.

How can I force my icon to update? If I attempt to redownload the app, iTunes attempts to charge my credit card again.

You can re-download any app that you have already paid for free of charge. Its all linked to your iTunes account.

I usually can, but I'm getting warned that I will be charged again. I've attached a screen grab of this.
