App Library and settings search not working

So I’m having an interesting issue with my wife’s iPhone 11…. When swiping down in the App Library and trying to search for an app I keep getting no results…. Also when swiping down in settings and trying to search, also no results, and it’s also happening in iMessage….. the funny thing is that spotlight search is working just fine when swiping down from the Home Screen.

so far I’ve tried the following
-Rebooted phone numerous times
-Updated to latest version of iOS 14
-Updated to public beta of iOS 15 beta 4
-changed iPhone language and region then changed it back
-cleaned up unused apps and files (phone storage is using 86gb of 128gb)
-turned off and back on all spotlight searches in Siri & search menu

I am trying to avoid resetting all settings or wiping the phone if possible, so I’m hoping someone here knows another solution.

Adding an update just in case anyone else ever has this issue and is searching for a solution.

So I tried everything and nothing worked so I finally decided to take the plunge and do restore... I was hesitant to do this since I thought I would have to do a clean restore and go through all my settings and install apps all over again

However it turned out that doing a restore via "erase all contents and settings" and then restoring from iCloud backup did the trick. All settings are back, apps installed and searches seem to be working ok

The only issue I had was initially like 90% of apps ended up in the other folder in the app library, but after installing a bunch of app updates and rebooting the phone, that got fixed.

Having the same issue with my brand new 13 Pro Max. I set it up as NEW. First thing I did after activating the phone was to upgrade to iOS 15.1. Is this a factory defect?
