They're supposed to rearrange based on the ones I use the most frequently, but some folders aren't doing this. It's annoying to have to click on the tiny cluster of apps to get to stuff I actually use because ones I use less are sticking in what my phone assumes are my top three most used in that category.
I don't know why some folders work but not others. For example the three with bigger icons in "utilities" shows one of the apps it came with that I don't think I ever used, and "social" only shows one that I regularly use and won't replace the other two with other things I use more. I'd use the library if it worked, but as it is the home screen is still more convenient for me :/
