APP NS in silent room

I have new APP and I used them today outside and I am quite amazed. now I am in bed its silent and I get a swoosh sound when using them in Noise cancellation mode. When I got in Off” mode its total silent. Is this normal? My room is total silent here in night but in NC it feels like a computer fan is running in very low volume
