Just out of curiosity, have you tried giving a star rating to the review before trying to submit? From your screenshot, I can see at the top of the screen it’s asking you to “Tap a star to rate.” Not sure if that will have any effect, but it’s worth a try.

I had this same problem last night, yet when I checked the Apple site for services it said that everything was working and nothing was down. I thought that was really weird and just now, I went to test it out, and it’s still not working. 🤔

Looks like he has. The cancel and submit buttons are Greyed out which leads me to believe the entire screen is, so I would imagine he clicked the stars.
