I know the question about 16g being enough has been ask, but I only plan to have apps on mine. With the new specs and apps getting bigger does anyone think 16g's wont be enough. I plan on buying the lowest model in stock if I get stuck buying a 64g I won't be upset, but if 16g is enough why bother.

It's all up to your personal style. I have a few friends that purchased the 16GB. Months after their purchase, they started to realize the advantage of the Ipad. Now, they wish they have the 32gb. If you are 100% sure that your usage style will not grow or change, the 16 will be fine. But if you later on discover something and that discovery requires more spaces, you will have to buy a new one or manage your space a little closer.
 
I owned a 32 and 16 first gen. I found the 16g was plenty, but just figured I would get people thoughts on increasing app size.
