I'm having trouble updating apps as well. Nothing is happening when I press update. I just get the round loading animation with the stop sign in the middle, but no progress appears to be made as none of the circle ever gets filled in.

thats appstore server not ios, several devices across multiple ios for years randomly get this.
Do they get these problems twice in two days? With power cycling off then on momentarily fixing the problem?

Weirdly, this knack sometimes cures App Store issues:

Refresh the App Store by opening the App Store on your device, and then tapping, ten times in a row, on one of the icons along the bottom (tap the same icon, ten times in a row):

That will cause the App Store to refresh and may then show the apps/updates correctly.

Nah I've had this issue with an iTunes install of iOS and then I got rid of it with an install OTA.
My experience is App Store is less stable on iOS 9 than it has ever been. Sounds dramatic, it's not a huge problem, but it's less stable

Shouldn't have to do this

Tapping a software button 10 times to fix it? Lol
What's the problem with that? A software control to clear stored data and reload everything fresh is something that can't or doesn't exist?
