I have two new iPad minis that "Cannot Connect to App Store" via my home ADSL WIFI, though I can surf the net on them via the same WIFI network.

However, the iPad minis can connect to the App Store via a mobile phone hotspot.

My Macbook Pro can connect to App Store on my home WIFI network.

So on the iPad minis, I can only reach the App Store via a mobile phone hotspot.

I'm not doing anything unusual with my home WIFI network, so I really have zero idea what the problem could possibly be.

Anyone faced this?

Both iPad minis are running iOS 11.2.1

I've tried signing out and signing back in. I'm using Two-factor Verification, but turning this off makes no difference. Of course I've tried rebooting the iPads. I'm not using any Restrictions. I also tried Date and Time manually and automatically. No difference. I live in Egypt, but setting the Region to the UK made no difference either. I'm not using any proxy or VPN.

Software Update seems able to check without problems.

Per Apple support, I would:
1) Verify that the Minis’ time, date, and time zone are correct.
2) Reset the router (turn off then on).
3) Check for good WiFi signal strength.
4) Log out and then back in “iTunes and App Stores” on the Minis.
 
Without me doing anything, today both iPads connect to App Store over ADSL WIFI. Possibly a local ISP issue. I guess I may never know.
