App store demands billing for "free" apps?

YOu want to download an app posted without charge aka...free...but apple demands that before that happens...you must go through all the steps to confirm you billing information....At best...this is NUTS.
I went through all the steps and then was told they were unable to confirm my billing....What part of FREE does apple not get?

Apps aren't available in all regions hence confirmation. What's the issue if your getting something for nothing. ???

they denied me the free pages templet after I did confirm the billing...said try again later.....Why would FREE have a damn thing to do with regions????
