I guess it's a bug: when I check on my iPhone if there are apps to update, I always find some of the apps with the sign that are still in the process of updating but they are not and they are in the section of " Updated Recently".
If I quit the App Store and reopen it , the app is still in the limbo.

Before the iPadOS 13.2.3 it was happening on the iPad as well.

Just discovered I have the same problem on the iPad as well.
Only for the " Updated Recently" but many unfinished download among them
The apps work but it's a bug
 
I've had this happen as well. REALLY annoying. If I ignore it, it eventually updates and goes away. But my "OCD" goes nuts. If you play around with it start/stop it, sometimes it goes, sometimes it stops right at same place again.

App Store on my Mac is almost as finicky - sometimes not updating unless I go search for the app and then manually click Update after telling me everything is up to date.

Very annoying.

Agree! I found one solution: restarting iPhone or iPad fix it, beside ignoring it..
Sorry can't give you the solution for the Mac
Why it's always on us to fix what Apple sells to us and breaks it , update after update :(o_O?!?!
