App Store Featured - Can it happen twice?

I was wondering if anyone knew if an app that has been featured as noteworthy in the app store could ever be placed there again based on future updates? Has anyone ever had this happen?

Just quickly looking on my phone, Walgreens is featured under the New section. It was originally released in October 09: http://appshopper.com/lifestyle/walgreens

Yea the new and noteworthy section featured my app not too long ago on an update much later than initial release. My question however is can it end up being featured a second time.
