App store issues

i downloaded a new app and then added a second before the first got installed. Now the only place i see the 2 apps is on the purchase page and when I click the cloud icon it brings up the waiting circle and then just goes back to the cloud icon with no results. I also find that now i cannot update any of my previous apps either, same cloud icon thing happens. Tried all the fixes, shutdowns, limited resets, etc. i cannot delete the apps b/c they only show on the purchase page i app store. ANy suggestions? I hope to avoid factory reset.
